Police NCO sword with full name

I just acquired this Police NCO sword with full name engraved on the blade and matching initials on the pommel. The portapee was attached and appears to be original to the piece. The strapping is gold and the stripes are navy blue (not black like Mining). Stuffing on the bottom of the ball also navy blue.
Could this be Water Protection Police? How traceable is the name?

Water police officers and NCO wore police portepees on swords and bayonets. When the Water police dagger was worn, a gold protepee was used. Finding info on an NCO will be problematic.
