Kinder Sabel?

A friend has asked me if I can get an identification for this small (24") sword. He thought that it was a French bayonet but there is no lug or slot that I can see. Could it be a Kinder Sabel? Obliged for any help.

Japanese police sword, but it could be Chinese reproduction. Quality does not look good.

Thanks for that. He was gobsmacked when I told him. My first thought was 'Siamese contract' for some reason so I was nearer (geographically) then he was.
