What do jou mean by "overworked", the handle?

Yes, IMO the grip plates are new riveted.

The crossguard and parts of the blade are obviously cleaned from rust.
The grip plates are, (again: IMO), cleaned also.

Please note:
It´s always difficult to say anything for sure only after seeing images.
If you have the object in your hands, your opinion might be completely different !
