SA with blade dedication

Can anyone help me out with the signatures on this SA blade? There's no group mark on the crossguard, and I'd love to know where these men were from, and what the likely purpose of this presentation might be...

The dedication reads "In Thankful Appreciation," but I don't recognize any of the signatures. Hopefully others here will.
