It’s a Prussian Infantry Officer’s sword (Infanterieoffizierdegen) model of 1889. That looks like it has a rewrapped grip (it doesn't look original). With an indistinct Saxon (?) coat of arms on the grip, instead of the normally seen cypher (W/R II) of Wilhem II of Prussia. FP

I agree with FP's statements. Also, the polishing/cleaning would be frowned upon by most collectors.
