Heer dagger (Alcoso?)

I've seen a couple of these sell recently for more than Kevin's stated price range but they had exceptional blades.

Well... I ended up buying this dagger. Here are a few more pics. The blade is a little rougher than I thought, but I think could be polished. Does anyone have opinions on the following? Thanks.

- should I polish the blade? (keep in mind this is my first army dagger and I have never polished an edged weapon before)

- should I remove the portepee and properly attach it to the handle? (it looks like it has been attached on the rings for the last 65 years (as shown in the pictures)

- should I keep the hanger as is original to the piece or upgrade to a non-broken one?
