Portapee ? on my Unmarked Voos Double engraved Heer Dager

When I purchased this fantastic blade, the portapee was tied as in the pics, and the shadow on the grip says it has been that way a long time. Does anyone have any idea why? Do you think all of the pieces are the original set? Any and all comments on the dager and the set would be greatly aprieciated, I am a newbie. I'm betting the portepee was tied that way by the veteran who brought it home.
Nice dagger but I enjoyed the victorian restoration project better.
I'm in the trades myself
