It's Vorkampff-Laue. This site lists a Kapitanleutnant Arnold Vorkampff-Laue and a Seekadett Helmut Reichel in the Kaiserliche Marine during the First World War:

        Reichel sein/lieben Vorkampf-Laue

A gift from Vorkampf-Laue to his friend Reichel.
