Is that why it does not have a maker mark?

My first impression was that it is a E. Pack The makers mark may have been ground off along with the Rohm inscription.

Nice fit handle to crossguards...agree, it might be a ground roehm.

might be an e.p.&s. ground röhm

the grip is typical for that maker and for the early ones of eps.

you see more röhms and ground röhms than normal daggers from eps without inscription.
