Help with a civilian pocket knife

I know this is a civilian knife, but I was hoping that some of the knife experts lurking around here might be able to help me out. Any guesses as to the age of this knife, the manufacturer, and what the purpose of it is? (The curiously shaped handle has me wondering.)
