unknown Eickhorn dagger - help needed

i got this dagger but sadly i have no idea what it is? who can help - is it military stuff or political organisation?

if i maybe plan to sell it, what would be a good price / value for this one.

sadly the former owner cleaned the scabbard with sandpaper

It's a fire official's dress dagger. They are fairly scarce, but don't seem to generate a lot of collector interest...I'd value it at about $900.00 USD
