We have concluded our investigation into your case and have decided in your
    favor.

We were able to recover $288.50 USD and this amount has been credited to
you. Please allow five business days for this adjustment to be posted.

If you are due any additional funds, we will make our best effort to
recover the balance from the seller.

If the seller's account has insufficient funds to complete the refund owed
to you, please be assured that we will take appropriate action against the
seller's account, which may include limitation of the seller's account
    privileges.

that's exactly what i'm talking about!!!

they are so full of it it's not even funny

first of all, to open a PayPal account one must submit a credit card number which they verify to the name and address. this means they are in position to charge that account up the ying yang if need be, and fraud is a sure fire "need be". so when they say that's all they were able to "recover" it's beyond frustrating, it's fraud on PayPal's part. fraud because they return a part of the payment you made and keep the rest, for no reason at all.

i'd leave the money they "recovered" for you in your PayPal account, do a full charge back with the CC, and let them take back their "recovery" like the frauds they are

but you will do what you want of course

That Paypal stuff is complete horsecrap. There's no reason to pay by any other way but credit card. You can even see it when you opt to pay with a credit card, they try to talk you out of it. Why? As Luftwaffenkopf said, your credit card company is your friend in this fight. They'll refund the money & take it upon themselved to get it back from the seller. Why take on a losing battle yourself? If they suspend your account(s), open another. The scammers do it, why not an honest guy like yourself?
