Can someone tell me who received these and an approximate value?

Harry,
These dress bayonets were carried by enlisted personnel and NCOs in the Heer and Luftwaffe. Baded on the eagle on the blade, I'd say yours belonged to someone serving in the Heer. The etch, only on the obverse, is a nice standard Eickhorn pattern which translated means "In Memory of my Service Time". As far as value, I'm not sure exatly as etched bayonets are not my forte', but I would estimate around $350 or so based on condition of the bayonet and the fact the etch pattern is not a rare one. Nice piece either way.

Harry - It looks fine to me and I echo Billy's comments. IMO $350 on the estand it would be a slow mover if at all. I am off by about a $100, but I may be living in the past. These are plentiful, not in huge demand and the scabbard hurts it. Many can be found with nice scabbards. Prices are all over the map on these too.
Now if it were a double etch. Whole different ballgame, they are quick movers and very desirable even with a tired scabbard.Alitur vitium vivitque tegendo
