Ihave to say I am not an expert in daggers in any way, but would like to say I found one like the one illistrated, with the same mark on the cross guard. Ost. The maker at this time is not avalble in my files but will try and find it. This piece I had was without question untouched. I WOULD ALSO LIKE TO DRAW ATTENTION TO , Edged Weaponry of the Third Reich, by Major John R. Angolia. On page 137 there is a picture of just such a piece, with a photo of a piece in wear.

The dagger in the photo in the Angolia book does not have the grip insignia, according to the caption. The one pictured is noted to be "...unlike any that are o the official pattern."
That was my point...it is not a recognized pattern and one would be hard-pressed to prove that the chain was a period modification. In any case a tough sell and not one for my collection.

This scabbard looks identical to the NPEA leader's dagger on page 114 of the 1st edition of Angolia's book, "Daggers, bayonets and fighting knives of Hitler's Germany." That one also has the grip eagle and no SA signet on the handle. With the exception of the number of links in the short chain, 6 on your example and 5 in Angolia's book, the scabbard looks NPEA. But the dagger, if it has Alles fur Deutschland on the blade be wrong for the scabbard.
I would think that perhaps the center band and chain could be added as a period upgrade upon promotion. And it is entirely possible for them to be of different composition than the original throat band and tip.

I know you guys are trying to be helpful. But this is a cut and dry case of a real dagger that was modified with a 2nd luft chain and a fake center mount. I have collected daggers for close to 30 years and Ron has collected for longer and wrote the book on NPEA daggers.
I wish we were wrong but we are not.
Best Wishes,
Bob
