Hunting knives came in a variety of blade lengths, some as short as 7" or so. There are even delux knives which have a long blade and scabbard with a smaller scabbard attached for a skinning knife. So, I agree, it looks like it is for a hunting knife of some sort.

Thank you both for your help. The widow of the veteran still has a few items, maybe the knife is among them. I can't imagine he brought home an empty scabbard. Thanks again.
