Since the meter is only 5 amps version, the load was quite a low,
only 1100 VA (~1.1kW). Therefore it was probably used to measure
electricity only for a single power user, not lot of users.
Here is civil version, 10A.

I guess before the war, the wehrmacht was trying to be correct when "borrowing" electricity from civilians. A medium radio troop could connect their Funkwagen to the mains electricity of a house somewhere and reimburse the occupants for the electricity used (mainly for ligthing and heating). Once the war started, I doubt they were this correct, requisitioning electricity when they needed...
In any case, a nice piece of equipment.

I have read a description how Soldatensender Ursula was set up at the Türi. At first they powered the radio station via their own diesel generator, later they set up temporary transformer station and took the power from the city. Maybe those meters were for such a occasions - all this happened in the occupied territory under the German ruling.
