It looks like a cable Roll for the carrying device used for the field phone cable.
But im not sure.

It is not the standard German WW2 type, that's for sure. Perhaps it is a very early WW1 version. Can you discover any stampings on the reel? Normally the German WW2 reels are clearly stamped and dated.
