I have no idea what this is!

There are 2 of these. The top has a little cover that inserts in a border and underneath it is a key.
One is brown, the other is black. There is a number on them....37...a year? They are made of bakelite and the top unscrews off of them. There are interior items but I have no idea how to describe them and couldn't get a decent pic to use.
Anyone know what they are? Electrical related?
