I see the trademark of Siemens& Halske, Germany

The plugs suggest they were probably used with switcboards.

Headset

Switchboards usually don't have the type of hookup for this headset but there is a type of FF33 phone that can be used with this and also a Kriegsmarine one too.

I'd like to second here with Rag, plug seems to draw connections to the swichboard. Visually the plug diameter is too big for FF33 and there's too much connector pins/rings on the plug for FF33. I'd start from the plug - is there any markings on in? Inside?

Most probably this is a postwar civilian type of headset. I have seen this type of plug with telex equipment. In any case, it is not a type normally assoicated with WW2 german communication equipment.
