KM Em/Nco's overseas cap

Hi guys,I would like to ask you if this is a completely genuine ww2 cap (the cap,and the insignia and if they are wartime attached) Last question,was this used by all kriegsmarine em/nco's? i mean even U-Boot ones?Thank you for your time.
