In my opinion this is just a visored cap for civil purposes, a driver, a doorman or suchlike.
It is not Werkschutz, as the material was not used by them (as far as I know).

Not Werkschutz to me. I would say some kind of Civil Use, maybe Graveyard Watch, Doorman, Driver whatever.
