Guys, I have one similar to the other one, but instead of a number on the black velvet circle, it has a cross. What is the meaning of the cross (instead of a number)?

Also, what rank would this be?

It is a capitain .

The cross means that this officer wasn't assigned to any regiment but it was in a military school or other structure .
