Or simply got some rain !
Take a razor and " shave " it to get a better look !
The best for that are the small Shavers with batteries , made to remove the carpet fuzzs .

I think it is a legitimate, albeit hairy, cap. Looks like it got wet over time, or sat in a really humid environment.

There appear to be two or three repairs to the front of the cap. Two above the eagles wing.

thank you for your opinions, personally I do not like the general appearance even if it seems authentic and I think that there is some repairs on the top as well
