The remaining parts seems to be all right,
It could be a correct first type RZM tag, even if it has lost original color...

Can't speak to the cap, but I have never been a fan of the "vom Reichsführer-SS" tags. Given the insignia is bad, I think it wise to stay away, as I am assuming the seller wants a pant load for it.
