Found this thread a little late.
Since most of the Wisch estate is with me and I also wrote the book/bio (available from Schiffer Publishing) I am very familiar with the original estate auction where this was cap was first offered.
Along with this cap there was also another crappy Allgemeine cap.
Both were added to the auction by the dealer who had originally purchased the estate from Wisch's son. (I also reached out to the son to obtain more infos)
The dealer was no other than: KAI WINKLER.
Yes, the same guy who years later "built" the Fritz Witt and Heinz Macher groups from scratch and in the case of Witt persuaded the son to sign false COAs for items that never belonged to his father.
