Heer overseas cap opinions

Hi Guys

Just found this one which is certainly very old and worn but not of a type I can recognise- no marks on it but clear signs of insignia. The soutache is sewn into the liner seam, the liner is a very soft wool type fabric.

Foreign? Private made? Fake?
