              To me its Ordensburg der NSDAP. NPEA would have white piping, no?

                      If Kavallerie-gelb, I would say Reichsleitung.

                          I found another, and this one is not that far off serial #-wise from the OP.
                          Maker is Leparo, and these are definitely golden-yellow, so I would say Reichsleitung:
