An item like this really needs more clear pictures. The devils in the details on these and with no good pic of the lining and grommets it's just to difficult to tell. But I do agree with what Lenny said about the eagle as well.
I've got a sneaking suspicion the soutache was applied sometime after this cap was issued. The left side of it (as viewed) starts higher above the stitch line than I'm comfortable with, and, it looks on my screen like it could have been post-war (aka "recently") dyed pink. You can see some very tiny "hairs" along the top side of it where it makes the bend that look much darker than the surrounding piping. If the piping had been on this cap all this time and unaltered I wouldn't expect to see any fuzzy stuff like that.
These are purely my opinions and I'm sure other qualified chaps will join in.
