My thoughts above as well.

For me the cap is 100% of course, but .... I reached the limit of my incompetence :-)

The soutache as been sown to the cap together with the seems and the national emblem; The seem interlaces. Impossible to do this "after" the cap was put together.
Difficult , near impossible to see on the picture but very clear when "in hand" There is also a white ink stamp on the cloth ; probably the stamp on the roll of cloth used.

So if the cap is "good" the soutache is also period.
