Forgive my ignorance, but why didn't you see Army crushers with cloth visors?

The German Army did have cloth covered visors during the Weimar period. This was discontinued by the Heer in 1934 but adopted by the VT/ Waffen SS. -

You're referring to the field cap for the Army officers, introduced on march 1934 and renamed Alter Art (old style) on 1938, with a theoretical transition period until 1942, not respected because this field cap was always very popular, given its elegance, until the end of the war. The peak was made of flexible black leather. The answer is therefore simple: it was foreseen by the regulations.
