The soutache is what first though me off also... & had not seen a CW ss sidecap before, don't collect the ss. As far as no grommets, there examples from the beehive cache of CW (without any makers mark) tropical sidecaps without grommets also. Is that the CW Hamburg-Braunschweig or just the Braunschweig stamp on the lower line inside the oval ? CW had two different factory locations.

Would expect a cap with significant wear to the eagle to also exhibit some wear to the cap and skull as in this cut example. And would also expect to see significant wear to the soutache.
