A midnight-blue from Mohr & Speyer. It seems to me a convincing one.

As for the insignias, which seem quite oxidized, the experts of diplo and government officials must intervene here.

I can only agree! Looks like an unquestionable original (incl. insignia)
Just to be precise here, you are not looking at a Diplomatic but Government Officials visor (Diplo visors are either black, grey and on very rare occasions white).
