Yes, indeed, an issue quality enlisted pre-war cap.
Here is mine, a bit saltier than this one, and named to Artillerie Regt.67.

but the removal diamond had me thinking something was up.

Thanks, but yours is in better shape. The photo shows it's most "flattering " angle.
Still, I paid little for it, so I can't complain.
