To me it looks textbook Erel attachment regarding the eagle. As steiner noted there does appear to be a hole there on the inside liner near the eagle stitches. You'll need to inspect that area closely. I don't know that I'd worry about one hole, but if there are multiple it's been reattached at some point. These things can often be a judgement call but you need to have the piece in hand and any evidence placed in context as part of the whole.
