Thank you R.Beck! Not very clear but the hat appears to have a TR eagle and the full picture shows a poster with a NS swastika. I'm guessing this was a one of a kind Tarbusch for parade purposes since Germany lost all her colonies after WW1.

Reichskolonialbund members hence the Blackface. They wanted their colonies back in Africa and the man and children in Blackface mimicked African colonials. Photo is circa 1938 Blackface was very common in Europe and North America until the 1960's.
