B.J.A stands for Bekleidungs-Instandsetzungsamt (Clothing Repair Depot)

I presume IV A.K. stands for IV Armee-Korps but I'm not 100% sure.

Can't make out the other stamp.

The cap looks like it's a late WWI Einheitsmütze which has been altered by adding a peak for use in the Reichswehr.
