Does this one stand a chance? Bear with me folks as I am going through a HUGE pile from a Collection of a fellow Collector friend who recently passed from the big C. Trying to help go over things for the son and a lot of it is not what I collect so will be posting many things for help. Any and all help greatly appreciated!

IMO, looks like it stands a chance, closeup of the stamp would help and the rivets. The WSS did often use the M-38 officer's hat and add their own insignia. I like the looks of it, but also where skull would have been looks as if glue was used
