I think he's saying the rank written in ink on the leather sweatband appears to be Oberzahlmeister.

It sure does...Oberzahlmeister WK XII = Wehrkreis 12 (Wehrkreise = military districts)

Not sure if I got the name right but the unit appears to be a military district!
