Police Overseas Cap

Hello,
Need opinions on this cap. It is pretty rough with wool patches applied to the moth in the inside of the flap. Is this cap original and is the insignia original?
To me the writing on the inside looks as if someone wrote on it to bold out the maker. Thanks in advance.
