It indeed is a miner's Schachthut, but in my opinion not TR. I do not know if the concern, as shown in the inner, made them during that period.
A hat as this should have a (black) plume at the side where the cockade is.
The "Schlegel und Eisen" was worn before and after the war. During the TR most often the large Prussian eagle with swastika or a large oval shield,
was positioned.
