Ok heres the second hat pics, notice the orange tag I found tucked away right in the folds, looks like some type of control tag?

Just wanted to say theres no RZM tags on either one and the sweat bands are very hard and brittle,, the color on #2 is a pinkish color and is also named on sweat band, but hard to make out,

I'm not a fan of the first kepi. The fabric is very odd, construction is unusual and a little sloppily done. The sticker in the lining is not a maker's mark but a patriotic design for the Austrian Anschluss. More photos and better interior shots would be helpful. The 2nd kepi is a good one, IMO. The twill looks okay, construction is not RZM but I've seen similar on early kepis, which this one is. The addition of the Austrian color band and Edelweiß patch looks fine, buttons look okay, materials look okay.
The paper item is an entrance ticket, but for what place or event it doesn't indicate.

Thanks Erich, so the first kepi is very old, looks older than the second one,, the sweat band is the most brittle I have seen, do you think its period?

                        Edelweiss

Austrian SA-members did wear the SA-Hochland-district flower with swastika during the Reichsparteitag at Nürnberg in 1935. This form is mentioned in Preisliste A from the Zeugmeister Österreich from 1934/1935 about the uniform for the SA (page 7). When I wrote volume 3 for "Headgear of Hitler's Germany", published in 1998, I was not aware of this. I thought they did wear a flower without swastika in Austria. The price-list told me otherwise!

The flower as positioned onto the cap with stem was in use since about November 1938 and worn by the members from the Austrian SA-districts for Donau, Alpenland and Südmark. It was referred as the "Ostmark-Edelweiss". This special form was mentioned in the "Verordnungsblatt der Obersten SA-Führung" in September 1938 when the colors for the SA-districts were announced. It is possible the flower actually was in use already since about spring. It was also introduced for the HJ and NSKK, and later also for the German police.

                          Many thanks!

Could it be possible that Anwärter did not wear them?

The 1934 uniform-regulation for the SA says: all members. So there was no restriction for candidates!
