Your suspicions are probably correct; the crude trap application, unusual lining material and marking are things one might expect to find on a reproduction.

Yep, my thoughts exactly. They used legit reconstituted wool in the construction. I am almost wondering if this is a early restoration. The liner is completely unknown to me, but the hat proper I think has a chance to be good the more I look at it.
