RAD officer bullion?

Fellow collectors,

Recently I bought a small lot of tinnies and this insignia was part of it.
Since this isn't something I'd normally buy I have only little information about it.

Could you guys help me?
Is it a genuine one?

I think it's a bullion for an officers cap of the RAD (correct me if i'm wrong though)?
