Opinions on Panzer overseas cap?

I just came across this PZ overseas cap, do you think it is a 100% untouched original one? Any opinions will be much appreciated.

Can we see the inside of the grommets (air vents) ?

Interesting that the date is '39 but also stamped M40.....
