Hello,
This is very hard to say, 'cause i saw many green canvas pith helmets by JHS made for heer that wears a luftwaffe eagle. This one has a fake eagle on. My guess is that somewhere a large stock of JHS pith helmets, with no shields on, was put on the market and later some sellers and collectors added a national shield and a luftwaffe eagle.
This is an interesting 3d that, unfortunately, had no followers.

there was no army eagle before

Helmet was found probably without badges, fake eagle added post war....there were some stockpiles of helmets without badges found in Eastern Europe, & some have had fake eagles added to increase value (in theory)
