I personally think it's a Yugoslavian or Czech side cap pressed into issue by the Germans . I had a Czech side cap with Heer insignia at one point.
Just looks like it to me.

Czek cut I have one in Heer insignia these were made in occupied Chezk with German wool I was told they are nice mine even has a distributor stamp in it also. timothy
