Then it is Justice.

You will need to remove the WH insignia (unfortunately, the wreath will leave holes).

The chincord is going to be the toughest thing to replace.

I agree justice based on the green wool color and black band!....
9 out of 10 of these have been converted to Waffen SS gebirgsjaeger because of the black band...
this one converted to Heer... WH insignia by far the easiest to find!

Your cap appears to be "Mint/Un-issued" so it is quite possible that it sat unsold, without insignia, throughout the war. The Heer badges may have been placed on it erroneously at a later date. It could be a nice project to "restore" it to it's original intent. If you choose to do this, take your time and find just the right badges/cords to mint it out.
