I don't see evident signs of a sweatband being removed but I can't be absolutely positive. The cap has definitely been used and the sign of such usage is consistent between interior and exterior. The badges show that they are there from long time. As far as the soutache's stitching, it is inside the liner (only a tiny piece peeks out). No markings on the interior.
