Unknown visor / uniform ???

Just found this portrait.....
Look at the collar tabs , there's something like "WVMAP" or "WVMAG" on them , looks like there's some kind of eagle directly under the text.....
Visor cap has the large state eagle and cockade....
Is this somekind of civil visor ?????
