didn't think I'd ever see a question like that posted by you in the past .

I'd say you have the name right (first name probably Rudolf or Rudolph).
While I can't help you with the maker, I can at least show you where the store used to be.

Looks like Allied bombers helped to "restructure" the old Cologne architecture there as well.

Might also be Beutelstahl (bagrobber or bagsteel).

Well gents, I guess you are 100% correct with Beutelstahl. There are several Beutelstahl's in the Cologne area and there is no entry for Besselstahl in the entire www.

Beutelstahl was a maker of medals and awards and probably just a distributor for this visor.
